Mark FlynnVP, Federal Acquisition Support Services

Mark Flynn is Centeva’s Executive Vice President of Federal Acquisition Support Services. In his position, he leads Centeva’s acquisition teams and has also worked directly with customers in multiple positions, including program manager of acquisition support services to various Federal agencies and selected business development efforts.

Prior to Centeva, Mark spent 33 years in federal government service and 5 years in private sector experience, primarily in acquisition-related endeavors. He served as an acquisition professional at two agencies, the U. S. Nuclear Regulatory Commission (NRC) and the Defense Nuclear Facilities Safety Board in multiple staff and leadership positions. These positions included Contract Specialist, Contracting Officer, Branch Chief and Director of Acquisition. Mark also served in two Senior Executive Service positions as Director of Administrative Services and Director of Program Planning, Budgeting and Program Analysis, Office of Nuclear Material Safety and Safeguards at the NRC.

Following his retirement from Federal service, Mark has held multiple positions in acquisition related support services. He served as a consultant to NRC supporting their creation of a Strategic Acquisition Program and has also served as an instructor teaching multiple Federal acquisition-related courses at various agencies including the NRC, the Centers for Disease Control and Prevention (CDC), Department of Veteran Affairs (VA), and the Department of Health and Human Services (HHS).

During his career, Mark has experienced the full Federal acquisition lifecycle as both a Program Manager that required a wide variety of contractor support services and as a Contracting Officer that led the Contracting Officer’s Representatives through the acquisition process to acquire that support. Based on this unique knowledge and direct experience, Mark is able to bridge the gap between Acquisition and Program staff needs and interests throughout the acquisition process and establish effective relationships that result in positive and effective outcomes.

Mark earned a BA from the University of Maryland and a Senior Executive Service Certification from the Office of Personnel Management.
