Jan Quan-Esplin, CEO

Jan Quan-Esplin is the founder and CEO of Centeva. At Centeva, Jan has made service excellence her top priority. Toward this end, Jan has fostered a culture of service and customer-centric commitment throughout the company. Jan has also established a top-down service and support mindset where she and Centeva’s senior leadership team serves Centeva managers and leads, Centeva managers and leads serve Centeva team members, and Centeva team members serve Centeva clients. Jan has also established a culture of empowerment wherein Centeva team members, regardless of seniority or role, are empowered in the decision making and execution process and are able to support their client(s) as they see fit.

Under her leadership, Centeva has grown from an initial 2-person start up in 2007 to a dynamic and culturally rich organization. Today, Centeva operates in seven states supported by a team of more than 70 dedicated professionals. Centeva has offices in South Jordan, UT; Logan, UT; and Rockville, MD. In 2015, Centeva surpassed $8.3 million in annual revenue and continues to experience exceptional growth.

Jan was recognized as the “Minority Small Business Person of the Year for Utah” by the Small Business Administration in 2014. Jan is committed to community outreach and is especially passionate about STEM (Science, Technology, Engineering, and Mathematics). She served on the Canyon School District Foundation Board, lectures at numerous STEM and women-in-business events, and encourages community engagement throughout Centeva.

Jan is a graduate of the University of Utah with a B.S. in Biology and Chemistry. Prior to founding Centeva, Jan assisted in various biochemical and genetic research projects for a number of principals at the University of Utah and the University of California at San Diego, as well as working in the capacity as an army research contractor for the United States Army Medical Research Institute of Infection Diseases (USAMRIID).

John Esplin, President

John Esplin, Centeva’s President, is responsible for the company’s growth strategy and operational efficacy. John provides executive oversight to business development, product management, and project delivery. Informally, John serves as a subject matter expert to clients and mentor to team members.

John has been leading complex, mission-critical IT projects for over twenty years.  He has led IT projects for the Federal Government, Fortune 500 Businesses, Financial Institutions, Not-for-Profits, and Healthcare Providers. These projects have encompassed systems designed to support both mission objectives and corporate services. His experience includes all aspects of technology including PMO Support, System Integration, Software Development, System Assurance, Operations & Maintenance, Data Management, Data Migration & Cleansing, Network Administration, and Independent Verification and Validation (IV&V). He has also overseen projects requiring the selection and usage of both Government Shared Service Centers and Cloud Service Providers.

John has an excellent track record of delivering on time, within budget, and with a high degree of customer satisfaction. John has a reputation for being both personable and team oriented. Above all, John is an analyst and communicator able to simplify concepts and tailor messages to targeted audiences.

John has a M.A. in International Relations from the University of San Diego and a B.S. in Political Science from the University of Utah.

Matt Thomas, CFO / COO

Matt Thomas has more than 20 years of financial and operational management experience. He is responsible for all Centeva’s day-to-day operations and financial performance. His primary focus is to identify and build a team of world-class talent, then work closely with team members to shape and support a cohesive organization that collectively strives for Customer Excellence.

Prior to Centeva, he worked for five years at Wells Fargo Bank as a VP of Financial Management and Customer Analytics. He started as the Financial Manager / CFO of the Health Benefits Services division, followed by a similar role in the Commercial Credit Card division. He successfully converted financial data and market analysis into business intelligence that was critical in steering the strategy and growth of each of these divisions.

Before that, Matt spent over ten years in the real estate servicing business. He joined FASRE Field Services as a start-up, and over the next five years helped to oversee significant growth by playing a role in Sales, Recruiting and HR, Finances, and Operations, and ultimately became the Managing Director – helping the company evolve from a regional field service company to the largest commercial inspection firm in the United States. He helped negotiate the sale of the company to GMAC Commercial Mortgage (GMACCM), and after the ownership transfer continued to manage the newly formed inspection division for GMACCM for the next five years.

Matt also works as an adjunct instructor, teaching a variety of Finance and Accounting courses. He has also worked as Registered Securities Representative and has provided consulting services for dozens of small businesses. Matt has a Master’s of Business Administration (MBA) and a Bachelor’s in Accounting, both from Brigham Young University.

Eric J. Bowden, VP Operation

With more than 25 years of technology development experience, Eric J. Bowden is an effective business executive with experience helping high-tech companies improve the quality and effectiveness of their products. He manages the strategic and tactical execution of all Centeva contracts in DC Area. Responsibilities include defining and applying the best practices that have helped Centeva become a recognized leader in IT and acquisition support services. Eric has driven Centeva’s strategies in Business Process Management, Business Analysis, Quality Management, Certification & Accreditation (C&A), and Project Management Office (PMO) creation and support.

Eric’s management career has touched hardware and software development, quality management consulting, and high-tech publishing. As a founder and CTO at KeyLabs, he developed the product and service strategies that helped clients such as Microsoft, Hitachi, and HP develop quality into their products. While at KeyLabs, Eric directed the creation of the largest independent Internet performance testing laboratory of its time (as measured by Gartner). Prior to joining Centeva, Eric was COO at DAZ 3D. In that capacity he was responsible for all 3D software and 3D content development. Additionally, Eric’s career has been deeply rooted in technology product development. Starting his career out as a mainframe programmer, he has worked with LAN and network products, identity management hardware and software, and desktop and web applications

Eric holds an MBA with emphasis in Information Technology and a BA in Organizational Communications..

Mark Flynn, Vice President of Federal Acquisition Support Services

Mark Flynn is Centeva’s Executive Vice President of Federal Acquisition Support Services. In his position, he leads Centeva’s acquisition teams and has also worked directly with customers in multiple positions, including program manager of acquisition support services to various Federal agencies and selected business development efforts.

Prior to Centeva, Mark spent 33 years in federal government service and 5 years in private sector experience, primarily in acquisition-related endeavors. He served as an acquisition professional at two agencies, the U. S. Nuclear Regulatory Commission (NRC) and the Defense Nuclear Facilities Safety Board in multiple staff and leadership positions. These positions included Contract Specialist, Contracting Officer, Branch Chief and Director of Acquisition. Mark also served in two Senior Executive Service positions as Director of Administrative Services and Director of Program Planning, Budgeting and Program Analysis, Office of Nuclear Material Safety and Safeguards at the NRC.

Following his retirement from Federal service, Mark has held multiple positions in acquisition related support services. He served as a consultant to NRC supporting their creation of a Strategic Acquisition Program and has also served as an instructor teaching multiple Federal acquisition-related courses at various agencies including the NRC, the Centers for Disease Control and Prevention (CDC), Department of Veteran Affairs (VA), and the Department of Health and Human Services (HHS).

During his career, Mark has experienced the full Federal acquisition lifecycle as both a Program Manager that required a wide variety of contractor support services and as a Contracting Officer that led the Contracting Officer’s Representatives through the acquisition process to acquire that support. Based on this unique knowledge and direct experience, Mark is able to bridge the gap between Acquisition and Program staff needs and interests throughout the acquisition process and establish effective relationships that result in positive and effective outcomes.

Mark earned a BA from the University of Maryland and a Senior Executive Service Certification from the Office of Personnel Management.

Glenn Thimmes, Technology Director

With 20 years of experience in developing successful software technologies for private industry and government institutions, Glenn Thimmes brings a wealth of experience to the Centeva technology team. Glenn is responsible for establishing and refining our software architectures, development processes, best practices, growing and grooming our development teams, and ensuring that our solutions truly meet the needs of our customers. Glenn’s obsession with quality, Agile processes, and software craftsmanship is evidenced in the teams that he has created and the community groups he has helped launch over the years.

Throughout his career, Glenn has led the development of software projects in a wide range of applications, including scientific instrumentation, real-time sports systems and video, animation editing suites, enterprise data integration, and line of business applications for local, state, and federal governments. Glenn began his technology career at Trans-Lux, where he created a variety of tools for displaying sports statistics and video on LED screens for sports arenas. He then joined Microsoft in order to provide consulting for developers during the initial release of the .Net Framework in 2001. He eventually left Microsoft to join a small startup, New Dawn, to build its flagship product. Over the 12 years that followed, he led and grew the software development team to support a software ecosystem that found its way into more than 300 government agencies worldwide. After New Dawn was acquired in an all cash buy out, Glenn joined the Centeva team to help lead its quickly growing development team.

Glenn has a BS in Computer Science with an emphasis on Information Systems.

Andy Shumway, Director of Product Management

Andy Shumway has 20 years’ experience in product management, professional service delivery, agile software development, project management, Information Technology, and talent management. He is responsible for all Centeva’s software products from concept to delivery. He works with customers and guides the User Experience (UX) team to correctly identify customer needs and requirements and prioritize them for development.

Prior to Centeva, he spent the majority of his career at New Dawn Technologies. He started as a project manager, where he led the implementation and configuration of software for multiple customer sites. He also served as a technology services manager, managing all of New Dawn’s Information Technology (IT) infrastructure. Andy was soon promoted to become New Dawn’s Director of Development, where he directed the product rewrite of its flagship software from Delphi to C# .NET, including design, delivery, and releases. He successfully transitioned the teams to an agile development methodology, organized custom development teams for data conversion and data exchange interfaces to increase efficiency and quality; and coordinated product management and quality assurance.

Following that, Andy became the Director of Professional Services, where he increased efficiency, profitability, and business alignment of a $20+ million portfolio by creating a Project Management Office. He led its service teams to achieve a 40% increase in services revenue, year after year. Under his leadership, the project teams dramatically reduced the time it took to bring customers live on new software and increased the number of go-lives per year with fewer staff. He also established and maintained a 98% customer retention rate for a diverse, international base and helped them achieve and maintain a world-class Net Promoter Score. He was responsible for all internal IT, including network and computer infrastructure and an offsite data center, and participated at the executive level in forming, communicating, and executing company strategy.

Following an all-cash acquisition of New Dawn, Andy stayed long enough to help integrate the professional services of New Dawn with a (previous) competitor business, and shortly thereafter moved on to become Centeva’s Director of Product Managemen

Andy is a certified Project Management Professional (PMP) by the Project Management Institute (PMI). He holds an MS in Business Information Systems and a BS in Human Resources.

Vince Stamey, VP, Business Development & Capture

Vince Stamey leads Centeva’s Business Development and Capture team, helping to ensure Centeva’s continued growth and success. He has over 15 years’ experience in strategic management, team building, and Information Technology (IT). He has worked for the federal government (Army, Navy and Air Force), educational institutions, and the private sector, leading Business Development, IT teams, and major multi-year, cross-organizational projects.

Before joining Centeva, Vince was the Director if IT Support Services at the Defense Language Institute (DLI) in Monterey, CA, where he was responsible for the IT support of approximately 4,000 staff members and students. Before that, he served as an Inspector General (IG) investigator for the Naval Postgraduate School (NPS), helping to monitor and ensure NPS compliance with Department of Defense and Naval policy and regulations. He also recently served as the Director of Business Programs and a faculty member for Heald College, Salinas.

Vince has an M.A. in Business Management from Antioch McGregor University in Yellow Springs, OH and a B.S. degree in Resource Management from the University of South Alabama in Mobile, AL.
